If you’re in Texas, does your program provide a cell phone? If so, what is your institution?

Our program has asked us to download a software on our phone that has questionable privacy infringement issues. I’m trying to figure out how common it is for an institution, especially in Texas, to provide a secure cell phone for patient care related activities.
