Who actually put Group C in the Tomodachi game?

I know it revealed very early on that it was Tennis, but in the latest chapters Kokorogi says something along the line of "I will tell you why I invited you to the Tomodachi game". So did she manipulate Tenji into doing it and I just missed that part or is it something else.
