Lap Infant baggage allowance for international flight to Europe from mainland US

Can we take an additional carry on AND/OR a diaper bag/personal item? I read in another Reddit post re 20kg check in bag limit? We’ll gate check a stroller so that part is clear.

I dug all of Delta website but couldn’t get a concrete answer and we don’t want surprises at the airport obviously.
