What is she talking about when she says that the government gives downpayment on houses for illegal immigrants?

I was watching a video from her substack (NOT subscribed, found it on youtube) and she's rambling about how illegal immigrants are being given free houses or loans to buy houses. It sounds like republican bullshit, yes. But what's the actual factuality on that? Where does the idea come from? I tried to google it, but I'm not sure what to make of it and I'm not from the USA, so I'm in the dark.
