Walmart local pickup is $5.99 extra now?

I have walmart and target same distance away from my home. I am buying something on walmart (non grocery item) that is under $15. During checkout it says "Below order minimum (less than $35) " fee is $5.99. I did not see this fee last year as I have ordered multiple times on walmart and picked up the items. For this item, I just ordered for pickup at target. All the stores offer free pickup, how does this make sense for walmart?
